Shady Wood Neighborhood Development Plan

The City of Madison proposed a Shady Woods Development plan in 2009, encompassing lands north and east of Shady Oak Lane and west of Woods Road, bounded by Midtown Road. The plan was not adopted at that time, but The City of Madison Planning Division has recently released an updated version with revised boundaries.

Jeff Greger and Kirstie Laatsch explained this was a preliminary land use plan, meaning a suggestion of where roads and houses might be placed and land usage including anticipated Ice Age Trail connections and green space. They emphasized that City Annexation is a voluntary process and there were no specific building plans yet. Development plans would be the next stage of implementation. It’s interesting to note how the City borders have expanded since its initial mapping.

Q:        What has changed since last fall, when the City of Madison maps did not show any plans for land west of Wood Rd?

A:         This area was shown as a future planning area, but nothing was adopted at that time

Q:        Why are certain properties in the Shady Woods boundary and not others?

A:         The goal of this planning is to facilitate completion of the IAT, so all properties which were considered possible IAT corridors were included.

Q:        How do IGAs (Inter Governmental Agreements) factor into this?  City of Madison is planning for areas already shown in City of Verona Northwest Neighborhood plan.

A:         Answer is complex.  In a way, it’s whoever gets there first.  That’s not a great answer, but CoM has no boundary agreement with Town or CoV.

Q:        You showed a “new” inundation map.  Is that new, and has new mapping been done south of Shady Oak Lane?

A:         Will post the map to the project website.  Areas south of Shady Oak Lane are not in the planning area, so not represented on the map.

Q:        Can you superimpose the property parcels on the map in the Shady Wood area?

A:         Yes, will email a PDF.

Q:        Why was new watershed study performed?

A:         City of Madison decided to do it after 2018 floods.  They did flood events including 1 yr, 10 yr, 100 yr, and 100 yrs back-to-back.  (My note, it is the 100 yr flood shown on the map link on the project website.)

Q:        When was the new watershed map prepared, and how long ago was the old one done?  Would like to compare floodplain areas, etc.

A:         New one done about a year ago.  Will look for info on older one and send along (he sent a study done in 2003).

Q:        What regulations apply to development near floodplain?  

A:         No development in floodplain (that is no structures – a parcel boundary can include floodplain).  He thinks CoM follows the CARPC requirement of 75’ setback from floodplain.  

Q:        Looks like a lot of the Dreger and Blake land would be excluded from development?

A:         Yes, it’s a large area.  

Q:        How does the new study likely affect land south of Shady Oak Lane and design of stormwater systems there?

A:         Not sure.  There are new stormwater rules in CoM (will send link), but he is a planner, not an engineer.  Will bring stormwater specialists to future meetings.  CoM is requiring greater volumes be controlled/stored, including “unintended storage.”  Study results would be available to designers for projects south of Shady Oak Lane.
